It means the absence of those you want to invite to the wedding, because of the limited budget you have at the disposal. But, if I were to allow myself a wedding in Vegas, then I'd do it. I find the legal requirements more accessible and I find Vegas the city where all the wild dreams about the wedding can become true. This is in fact the main reason I'd choose to have my wedding done in Vegas. Because if you don't want a traditional wedding, no one would be surprised or shocked about your ideas.
